The City of Brussels is managing the whole of the EXCS (Exhibition and Congress) project: public limited company, subsidiary of Parc des Expositions de Bruxelles asbl.

EXCS objectives:

To support and prepare the City's decisions on the project to regenerate the Heysel Plateau. To prepare the ground on legal, operational and financial aspects ahead of the decisions being taken by the City of Brussels. This working method ensures transparency and the City's control of all actions. The City thus remains the sole client and the only party with the right to take the necessary decisions.

Current EXCS tasks:

- establishing inventories of ownership and mortgages since 1950 (!)
- preparing, launching and organising the planning competition
- directing the macromobility study
- identifying and measuring the financial options, with a constant focus on the balance of the whole project.
