For parts of the project for which the design and execution of works are to be entrusted to project originators independently of the completion of the works and their financing, one or more project competitions will be launched.

At the end of the competitions, and for each competition, one or more winners will be chosen.

Each competition will then be followed by a negotiated procedure without prior advertisement with the objective of awarding to one of the winners either a partial project origination assignment for project execution and preparation of plans, or a complete assignment including works supervision.
Moreover, contracts other than the project originator service contracts, depending on the situation, will be the subject of one or more invitations to tender, awards and/or negotiated procedures.

For parts of the project for which the design and execution, on one hand, and completion of works and their potential financing, on the other, are to be entrusted jointly to an integrated team, one or more invitations to tender/competitions for works contracts will be used or, where necessary, promotional contracts.

In other words, the City of Brussels, far from setting out the specifications for the work under consideration, will be limited, in this case, to specifying its requirements in a programme and will invite interested applicants to both design and carry out the project, and even to finance it, whilst adhering to the outlines of the aforementioned programme.
