The NEO project includes plans to maintain the sports clubs which have traditionally been very much part of the Heysel plateau.
The redevelopment plans of the site call for all sports facilities to be reorganised in one large green area, which is far from the case today.
A procurement contract procedure was therefore launched (service procurement contract by negotiated procedure with European advertising). Initially 9 candidates expressed interest and 5 of them were invited to tender.
This offer had to demonstrate the company’s or consortium’s vision of the site, including a 400 m athletics track, a rugby/football pitch with a 5,000-seat grandstand, two hockey pitches and an option for a natural swimming pool.
Following analysis by the advisory committee, the NEO board of directors scrl selected the offer from the association OMGEVING scrl – ATELIER RUIMETIJK ADVIES sprl – ZWARTS & JANSMA ARCHITECTEN sa – WITTEVEEN+BOS BELGIUM sa on 15 February 2017.
The retained bid is the one that proposed the best “landscaping” solution and best-integrated the different sports functions within a large green public space, while respecting the Master Plan.
This offer also includes a natural swimming pool in the form of a stretch of water, a storm basin, a system of water circuits and an underground car park with 200 places.
In addition, the existing building which houses the archery club must be enlarged to accommodate the athletics and rugby clubs.
The overall objective is that the majority of clubs currently operating on the site should wherever possible continue their activities.
Following the NEO board of directors’ decision, the contract will be awarded. The bid company will then produce a definite proposal enabling it to apply for the development permit and draw up specifications.
Work is due to start in November 2018 and will be carried out in phases in order to allow uninterrupted sports activities.
